The presentation is available on the project sharepoint, to avoid publically posting bidding particulars.
- Two bid packages, one for the frames for the individual segments, one for the ring assembly that will hold the segments
- Segment best bit from Meyer Tool. No worries on capability or schedule.
- Ring assembly is challenge in large size: design assumes two-half rings are assembled before drilling hole patterns.
- Low bid (Walco) must work with half-rings only. They are credible and experienced. Next highest bidder is $35k more expensive.
- Technical risk: tight tolerances on hole pattern in two half-rings, and between the three rings.
- Requires matching temperature for this work, estimated about 4deg C across the length of ring to meet quoted tolerance.
- Technical Risk: Walco has two suitable CNC machines, one is flaky. If it doesn't work, they may have limited capacity for this plus core customer jobs.
- These risks aren't quite matched in the more expensive bid, which has more machines, and greater capacity to work through, plus can follow original design plan of working with full assembled ring.
- Discussion summary:
- Larry will contact Walco to discuss concerns with balky machine, and plans for thermal matching of work pieces.
- If either presents serious concerns, he and KK will re-evaluate whether to use the less expensive option or use the extra $35k for the bid to reduce technical risk.
- If they judge this acceptable, they will send a message to be forwarded to the technical board describing their assessment of these risks.
- Related to that, they will summarize the risk mitigation strategy (as described, modifying rollers if rings mismatched in size, modifiying segments to fit into mis-matching ring sizes, etc.)
- The TB will aim to respond with a couple of days, so that bids can go out early in week of Jan 29.
